year, will do much to remove misapprehensions as to the ne-

cessity for using Shameen as a thoroughfare.

Whatever is done to meet the necessities of the ever-increasing population of Shameen which is foreshadowed by the never-ending building, it becomes manifest, on con- sideration, that proper control can never be effected merely by unarmed constables on point duty. The points are already reduced to a minimum and it has frequently been shown that if the authority of the point duty man is ignored there is little that he can do to reassert that authority without causing dislocation of the general policing by calling assis- tance from another point. The obvious first reply to this is to arm the constables. But it will appear on considera-

tion that with the lack of facilities for training in the use of fire arms our police constable of the present could hardly attain the efficiency necessary to limit his fire effect to

the criminal attacked. We do not emphasize this point and

have suggested a resolution leaving it open to the ratepayers to try this panaces if it is recomended by economical rea- 13008. The cost of arming would be $2,500 and the effect on

rates would be almost negligible 1/13th rise. The Council

have also suggested a system of patrols to support the

existing point duty men and, if necessary, encourage them in the zealous performance of their duties. of the material

in training. Resolution 2 (b) contemplates this, but you
